Ford not Jefferson. I looked that up and while one source attributed it to Jefferson, others claimed it was Gerald Ford in an address to Congress on August 12, 1974 and again as part of his closing remarks of the Republican National Convention of 1996. Still another says the quotation has been mistakenly attributed to Barry Goldwater but was in fact said by Gerald Ford.
